Why is the regulation of autonomous weapons systems in “The Convention on Certain Conventional Weapons (CCW)” stagnating and in which alternative forums can progress still be made? In an interview with Table.Media, Anja Dahlmann, Head of the Berlin Office of IFSH, analyzes the status of the regulation of autonomous weapons systems. Dahlmann sees little chance of success at the CCW because the forum is blocked by the principle of unanimity. Instead, progress could be made in alternative forums such as the First Committee of the UN General Assembly, which will be discussing the topic in October. Germany has an important role to play in the negotiation process. Therefore, Anja Dahlmann recommends the drafting of a strategic document in which the German government positions itself more clearly on autonomous functions in weapon systems and the role of humans.
