Conventional weapons systems remain the primary military means in inter- and intrastate conflicts. Hence, modern arms control policies must include the conventional domain. What conventional force posture can strengthen both defense and deterrence as well as crisis stability? How can conventional arms control instruments contribute to ceasefires? We explore these questions from historical and comparative perspectives.
