Deterrence and defense are at the forefront of Germany’s security debate—not just since the publication of the German National Security Strategy. At the same time, the arms control architecture in Europe has almost completely dissolved, and Russia has shown no interest in diplomatic solutions, neither in the war against Ukraine nor in arms control matters. Germany’s once-successful triad of diplomacy, deterrence, and arms control no longer works. How can Germany’s security policy be shaped in the future given this context?
In this panel discussion, we will examine the tension between diplomacy, deterrence, and arms control, and discuss how Germany should position itself in terms of security policy. We will also ask what consequences a change in Germany’s policy could have for global security and peace. Additionally, we will take a closer look at the German government’s National Security Strategy. Is Germany in a better strategic position a year after its publication? What challenges have emerged during its implementation?
We will discuss these and other questions with Sarah Brockmeier-Large, Head of the Berlin Office of PRIF, Roderich Kiesewetter, Member of the German Bundestag (CDU), and Dr. Ulrich Kühn, Head of the Arms Control and Emerging Technologies Research Division at IFSH. The event will be moderated by Anja Dahlmann, Head of the Berlin Office of IFSH.
