Conventional Defense and Arms Control in Europe

Conventional weapons systems remain the primary military means in inter- and intrastate conflicts. Hence, modern arms control policies must include the conventional domain. To what extent can conventional arms control strengthen escalation management? What challenges arise from the use of new conventional weapons systems? What conventional force posture can strengthen both defense and deterrence as well as crisis stability? How can conventional arms control instruments contribute to ceasefires? We explore these questions from historical and comparative perspectives.
