China is massively expanding its military capabilities – both in the conventional and nuclear domains. With the expansion of its nuclear arsenal and the modernization of its armed forces, the People’s Republic has become the third largest nuclear power in the world. It remains unclear whether China’s no-first-use policy is still credible and what consequences this has for Germany’s security strategies. At the same time, China is investing in cyber capabilities and pursuing an increasingly assertive foreign policy, which is exacerbating security tensions.
The question of how Germany can protect its national security and technological sovereignty in the face of these challenges is becoming increasingly urgent. The event therefore sheds light not only on the military dimensions of China’s rearmament, but also its geopolitical implacations on Germany. The focus will be on the potential threats posed by China’s conventional and nuclear capabilities as well as possible cyber attacks. Moreover, the strategic options available to Germany to meet the security policy challenges will be discussed.

The event is part of the Deutschen Forums Sicherheitspolitik 2025, which is being organized by the Bundesakademie für Sicherheitspolitik from 5 to 7 May 2025. Several think tanks, foundations and organizations are participating in the forum, offering a wide range of discussions. Further information on the annual DFS can be found here.
