China Aims to Influence Global Arms Control Debates

The People’s Republic of China’s State Council has published a new arms control white paper, signalling Beijing’s intention to shape emerging security norms, as Sabine Mokry explains in Jamestown’s China Brief. While longstanding principles, including its no-first-use policy, remain, the paper suggests a shift toward presenting China as a rule shaper in global arms control and a state seeking to lead.
