Amid escalating political and military tensions between China and the United States, there is a pressing need to explore innovative approaches. In their comment for the Journal for Peace and Nuclear Disarmament Dr Ulrich Kühn and Dr Heather Williams (CSIS) advocate for a Behavioral Arms Control framework. Rather than focusing on military capabilites, Behavioral Arms Control seeks to mitigate risks by promoting responsible conduct across various military domains. The authors outline three key principles for engaging China and propose several potential arms control initiatives within their framework.
